vlc with pulseaudio output leads to scratchy audio

Description

With VLC set to PulseAudio audio output sound is incredibly scratchy... this ceases if A) I switch media players or B) I set VLC to ALSA audio output.

you can close this bug report-- i fixed right after I posted it by changing to the following

/etc/pulse/daemon.conf resample-method = src-sinc-best-quality system-instance = yes high-priority = yes nice-level = -11

/etc/default/pulseaudio PULSEAUDIO_SYSTEM_START=1

I realize this is not the "recommended" way of running it but it fixes all my problems A) scratchy sound B) not correctly starting on boot and C) for some reason it fixed my access to pavucontrol.
